Editing 700r4 problems

We are building a truck, originally a 3/4 ton '64 Chevy.  Amongst all the other things, we installed a rebuilt 700r4 tranny.  We put the truck in gear for the first time the other day.  We seem to have Park, Reverse, 2 neutrals and 1, yeah 1, forward gear.  Being that we have a new motor with less than 30 minutes of run time, I don't want to take rpm's too high, but it should have gone into 2nd and beyond long before I stopped trying.  Lets not forget the 2 neutrals.  I have a tranny cooler.  Fluid: 12quarts including 1 1/2 into convertor.  Haven't checked it yet, unable to run it long enough, but it should be within a quart.  Wouldn't expect to have this major problem slightly low. It's been sitting, waiting for activity for about 3 years.  Does that make a difference?
