Editing Distinguishing good and undeveloped articles

High-quality, well-developed articles should be distinguished from barebones, under-developed articles, for the following reasons:

*It's discouraging for users to click on an article title, expecting to see a developed article, only to see a few sentences.
*It allows us to show off our best content.
*It allows users who are wanting to expand articles a way to locate articles needing development.
