There's a big span that you might pay for an apartment in Saigon depending on what type of accommodations you're looking for, but you may stay in a guest house or cheap hotel for as little as a hundred dollars a month. A jump up from that would be to get an apartment which you could acquire for about $300/month. 

For an apartment that is downtown that is a little nicer you might pay $400-$600/month but this would be a very nice apartment, something that you might pay thousands for here in the U.S. Once you are into the eight-hundred and up range now you're talking about luxury living which would certainly incorporate a pool, maid, and other services.
