It was cheaper to put a rebuilt unit in the car so it wouldn't blow the customer out. These units were worthless also because the factory authorized rebuilder would use the cheapest parts they could find. I've seen them when sometimes the stator wiring was not even soldered to the diode plates. Cheap inexperience labor I would imagine.
