700r4 problems

-We are building a truck, originally a 3/4 ton '64 Chevy.  Amongst all the other things, we installed a rebuilt 700r4 tranny.  We put the truck in gear for the first time the other day.  We seem to have Park, Reverse, 2 neutrals and 1, yeah 1, forward gear.  Being that we have a new motor with less than 30 minutes of run time, I don't want to take rpm's too high, but it should have gone into 2nd and beyond long before I stopped trying.  Lets not forget the 2 neutrals.  I have a tranny cooler.  Fluid: 12quarts including 1 1/2 into convertor.  Haven't checked it yet, unable to run it long enough, but it should be within a quart.  Wouldn't expect to have this major problem slightly low. It's been sitting, waiting for activity for about 3 years.  Does that make a difference?

+i put a 700r4 into my s-10 with a 350 and can not get it to shift properly...
+st and 2nd run good get going fast quick 3rd and overdrive are another story though.
+i can manually shift from 2nd to third when i get back on it its like neutral, but i can shift into 4th then back to 3rd and feels like its in geer until i press on the gas pedal.
+the guys i had do the install are not experts but work on minor problems alot. i am wondering if it is a simple adjustment or that something is not hooked up right.
+if anyone has an idea please let me know.
