TV cable should move in and out easily when the end is gripped between thumb and one finger. On an AMC the cable moves in as throttle is pressed, is fully out at idle. Adjustment procedure is to make sure carb fast-idle is OFF, then adjust clevis to a "loose pin fit" (pin easily slides in/out with no pressure on cable or throttle linkage), then adjust clevis two turns longer.
