The LAST STEP ,BEFORE STARTING THE ENGINE !:
 
After priming the oil pump, you then check for top end oiling.  (head gasket(s) up on , upside down?)
 
The last step is always check oil pressure,with no spark, with a real pressure gauge.  Some motors can reach 50psi with 10w-30. See OEM FSM.
 
I have helped many young builders, after the horror of skipping these 2 steps.
